Role Overview
The Senior Medicaid Proposal Writer is a highly skilled individual contributor who reports to the Manager, Proposal Writing and supports the execution of the enterprise writing strategy set by the Director, Proposal Writing. This role owns complex, high‑visibility sections and scenario-based narratives for state Medicaid managed care and other Medicaid government‑sponsored health program bids across the AmeriHealth Caritas Family of Companies (ACFC). The senior writer translates technical and operational detail into clear, evaluable prose that reflects our win themes, differentiators, and commitments, with a particular focus on realistic, end‑to‑end scenarios that show how our model works for members, providers, and states. The Senior Proposal Writer works closely with Proposal Management, Proposal Writing leadership, Proposal Enablement, and subject matter experts to produce accurate, compliant, and compelling responses that support strong section scores and winning outcomes.

Responsibilties
Scenario Writing and Complex Narratives
Lead development of scenario-based responses that demonstrate how ACFC delivers on state Medicaid requirements (e.g., member journeys, care coordination scenarios, provider interactions, issue resolution, quality, and performance improvement)
Design clear, realistic scenarios that integrate operations, clinical, quality, network, and member experience elements, grounded in Medicaid regulatory and contractual expectations
Work with subject matter experts to validate assumptions, data points, and process steps used in scenarios and ensure they accurately reflect current and planned capabilities
Ensure scenarios are easy to score, explicitly connecting actions and outcomes to RFP requirements and evaluation criteria
Section Ownership and Writing Execution
Serve as primary author or co‑author for complex or strategically important sections, particularly those requiring synthesis across multiple functions or programs
Structure sections that are compliant, concise, and easy for evaluators to navigate, using clear headings, signals, and formatting aligned to enterprise standards
Incorporate agreed‑on win themes, differentiators, metrics, and proof points; avoid vague or non‑evaluable language
Tailor content to each state’s Medicaid program, priorities, and evaluation focus while maintaining consistency with ACFC’s enterprise voice and commitments
Collaboration with Proposal Writing Leadership and SMEs
Collaborate closely with the Manager, Proposal Writing to understand narrative direction, section strategy, and expectations for each assignment
Participate in framing sessions, storyboarding, and section kickoffs to clarify scope, storyline, and key messages
Collaborate with Proposal Enablement to use and improve baseline content, templates, and content libraries, flagging needed updates or gaps
Partner with operations, clinical, quality, network, IT, and other functional leaders to gather inputs and translate them into clear, compliant narratives and scenarios
Editing, Quality, and Review Participation
Perform substantive and line edits on assigned sections and as requested, on peers’ sections to strengthen structure, clarity, compliance, and use of evidence
Prepare sections for color‑team reviews (e.g., Pink, Red, Gold), incorporating direction from the Manager and Director, Proposal Writing
Incorporate color‑team and SME feedback thoughtfully, refining content while protecting clarity, evaluability, and alignment to strategy
Apply and reinforce style guides, templates, and checklists established by the Director and Manager, Proposal Writing
Continuous Improvement and Knowledge Sharing
Identify recurring issues (e.g., common Medicaid compliance gaps, unclear processes, inconsistent metrics) and recommend improvements to baseline content and guidance
Contribute examples of strong sections and scenarios to the content library as models for future bids
Share practical tips and lessons learned with other writers; provide informal peer coaching and support at the direction of the Manager, Proposal Writing
Use collaboration platforms, content tools, and AI‑enabled drafting and editing tools effectively and provide feedback on how they can better support writing quality and efficiency
Education and Experience
Bachelor’s degree or equivalent and relevant experience
Minimum four to six (4 - 6) years of proposal development and/or technical writing experience for large, complex RFPs in a regulated environment, with substantial experience focused on state Medicaid managed care procurements
Other Skills
Demonstrated experience owning complex narrative sections and scenario-based responses that span multiple operational and clinical domains
Medicaid experience is required: direct experience working on Medicaid managed care and other Medicaid government‑sponsored health program procurements, including writing narrative responses for state Medicaid RFPs (e.g., physical health, behavioral health carve‑outs, MLTSS, or similar)
Advanced writing and editing skills; able to translate complex Medicaid operations and clinical/quality concepts into clear, evaluable narratives and scenarios
Strong information‑gathering and synthesis skills; comfortable interviewing SMEs, reconciling multiple inputs, and resolving content inconsistencies
Demonstrated ability to structure content for compliance and scoring, including effective use of headings, signals, and concise language
Strong collaboration skills; able to work effectively with Proposal Management, writing leadership, Proposal Enablement, and cross‑functional SMEs under tight deadlines
Proficiency with Microsoft Office (Word, Excel, PowerPoint), collaboration platforms (e.g., SharePoint/Teams), and content management tools; familiarity with Shipley or APMP‑aligned practices a plus
Highly organized, detail‑oriented, and comfortable managing multiple sections and deadlines concurrently in a fast‑paced proposal environment
