This is a remote position. The Senior PeopleSoft Time and Labor Analyst will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides functional and technical support for the CAPPS HR/Payroll Time and Labor module, built on Oracle PeopleSoft HCM version 9.2, Image 53. The candidate will serve as a point of contact for CAPPS agencies, supporting functional configuration, Fluid timesheet functionality, batch job oversight, and statewide fiscal year-end processes. This position works under minimal supervision and is expected to bring extensive functional and technical expertise to the CAPPS Fiscal Management Statewide Fiscal Systems team. The role also involves cross-training junior analysts, supporting incident management, and participating in disaster recovery and upgrade testing activities. Responsibilities: Provide functional support for the CAPPS HR/Payroll Time and Labor module in coordination with module leads, CPA management, and the Tier 3 Managed Services vendor. Support functional configurations including TRCs, Programs, Workgroups, ORCs, Task Profiles, Task Groups, Schedules, Value Lists, Security Groups, and Time and Labor Rule Programs. Implement and support Fluid timesheet functionality, including system configuration, security and roles, integrations, testing, and training documentation. Create and review Functional Design Documents (FDDs) and perform functional configuration system changes. Provide Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, and documentation in coordination with the Tier 3 Managed Services vendor. Support batch job issues and failures, including oversight of Run My Jobs (RMJ) processes. Plan, schedule, and communicate Fiscal Year-End activities, including sick leave conversion and Time and Labor Fiscal Year-End Leave Liability File processing. Prepare and review materials for compliance with WCAG 2.1 accessibility standards. Provide cross-training to support junior analyst capability growth and deliver training to agency personnel as requested. Participate in Major Incident Management (MIM) for P1 and P2 incidents, Disaster Recovery exercises, and Upgrade Testing activities. Requirements Minimum Qualifications: 8 years of experience creating and managing a strategic roadmap, combining planning skills, functional insight, and cross-functional communication. 8 years of experience supporting the Time and Labor module in PeopleSoft HCM version 9.2. 8 years of experience performing system configuration changes. 8 years of technical experience with App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects in support of functional responsibilities. 8 years of experience supporting and providing oversight of batch jobs, including Run My Jobs (RMJ). 8 years of experience planning and coordinating the Fiscal Year Process at a statewide level. 8 years of experience preparing WCAG 2.1-compliant materials for distribution. 8 years of experience with security best practices, NIST standards, and multi-tenancy applicability for a statewide ERP instance. 8 years of experience participating in Disaster Recovery exercises. 8 years of experience preparing and presenting executive-level presentations. 8 years of experience gathering and presenting data in support of audits and open records requests. 8 years of experience interpreting contractual language and holding vendors accountable to contractual requirements. 5 years of experience as a subject matter expert for Fluid timesheet functionality. 5 years of experience with support tools such as PUM, Fluid, and Elastic Search. 3 years of experience with Information Technology Infrastructure Library (ITIL) principles and practices, including IT service management (ITSM) and IT asset management (ITAM). Preferred Qualifications: 10 years of experience performing functional project management activities in support of CPA's CAPPS program. 8 years of Texas public sector experience supporting a network of 30 or more Texas state government agencies. 8 years of experience with State of Texas applicable policies. 8 years of experience providing Tier 2 Service Desk support for a network of 30 or more agencies with a Managed Services vendor providing Tier 3 support. 8 years of experience with production support activities for CPA's legacy Statewide Financial Systems. 8 years of CPA experience performing SQL actions to keep CAPPS and SPRS systems in sync. Additional Requirements: Candidate must complete a minimum of 10 hours of professional training annually, at no compensation from CPA and on personal time, with an annual training report submitted to the CPA Contract Manager. Candidate's remote working location, if applicable, must be within the continental United States at all times, with city and state reported to CPA annually. Work Location and Schedule: Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711 (or 78774, on-site). Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; approximately 160 hours per month; before-hours, after-hours, weekend, and holiday work may be required as requested by CPA.
