Mainframe Developer / Programmer Analyst 3 — NASWA SIDES Contract | Initial term through 08/31/2027, with possible extensions | Austin, TX | Telecommute eligible Position Overview Seeking a Mainframe Developer / Programmer Analyst 3 to support implementation of the four standardized NASWA SIDES exchanges: Additional Fact-Finding, Determinations, Monetary Charges, and Benefit Charges. This role involves full SDLC support, including requirements analysis, coding, testing, troubleshooting, and integration of exchange data streams into a legacy mainframe processing environment. The selected candidate will work with runtime routines, user interface screens, DB2 tables, batch jobs, and external web-service data streams to support SIDES functionality and maintain stable operations. Key Responsibilities • Perform advanced systems development work to implement the four SIDES exchanges. • Analyze, document, design, code, test, and troubleshoot mainframe applications. • Develop and test COBOL, Natural, and JCL applications. • Modify runtime routines, user interface screens, database tables, and batch processing jobs. • Integrate incoming and outgoing SIDES data streams into existing legacy architecture. • Create and review project specifications and test cases. • Perform gap analysis and impact mapping on undocumented or highly customized legacy code. • Support secure authentication and authorization integrations. • Resolve software, data, hardware, and reporting issues. • Ensure adherence to programming, documentation, procedural, and SDLC standards. • Support operations and perform other duties as assigned. Required Qualifications • 8 years: Advanced proficiency in writing, testing, and debugging COBOL, Natural, and JCL applications in a large-scale mainframe environment. • 8 years: Experience analyzing, modifying, and optimizing DB2 tables, schemas, and relational databases. • 8 years: Experience with scripting and batch processing in legacy and current technology, including CICS/Map environments, runtime routines, and background batch jobs. • 8 years: Knowledge of web API development, including SOAP, REST, XML, and JSON, with experience parsing external web-service data streams into legacy backend processing. • 8 years: Experience implementing secure authentication and authorization protocols such as LDAP, SAML, or OIDC. • 8 years: Experience analyzing legacy routines and batch workflows to integrate new functional elements and modify DB2 tables. • 8 years: Knowledge of SDLC principles, practices, and techniques. • 8 years: Ability to test software applications using a data-driven development approach. • 8 years: Strong problem-solving, scheduling, testing, implementation, and troubleshooting skills. • 8 years: Expertise in analyzing undocumented or highly customized legacy code for gap analysis and impact mapping. Preferred Qualifications • 2 years: Prior experience implementing or maintaining NASWA SIDES exchanges and technical specifications. • 3 years: Strong functional knowledge of UI workflows involving Additional Fact-Finding, Determinations and Decisions, Monetary/Potential Charges, and Benefit Charges. • 2 years: Experience with SDLC tools such as Visio and ALM Octane. • 3 years: Experience handling and securing sensitive PII in a state or federal agency environment. • 3 years: Experience automating identity management services using Azure, Okta, LDAP, or Entra. Work Schedule and Location • Normal business hours: Monday through Friday, 8:00 AM to 5:00 PM, excluding state holidays. • Telecommuting is permitted from within the Continental United States with approval. • Weekly team meetings and collaboration via Microsoft Teams or similar tools are required. • The position may require occasional in-office attendance with at least 72 hours’ notice. • Work location, if required onsite: 101 E. 15th Street, Austin, TX 78778. • Travel, per diem, parking, and living expenses are the worker’s responsibility. • Overtime may be required with prior approval. Contract Details • Start: As soon as possible. • End: August 31, 2027, or when allocated hours are exhausted, whichever occurs first. • Contract term may include initial and optional renewal periods. • Rates are fixed throughout each term. • Work products are considered works made for hire and remain the property of the agency. • Background checks may be required as authorized by Texas law.
