Position may be filled at any of the following locations: Whitehall, OH: $77,926 - $121,422 Fort Belvoir, VA: $85,447 to $133,142 New Cumberland, PA: $85,447 to $133,142 Duties Help • Serves as a project manager for overall management, control, and coordination of assigned Learning Management System (LMS) projects, to include, managing customization and configuration of LMS software to meet customer requirements and expectations. • Plans, establishes, designs, and administers workforce training and development programs. • Provides assistance and technical advisory services to the assigned customer and management officials regarding the LMS processes. • Coordinates with other organizations within the agency to improve efficiency through automation. • Oversee the technical implementation or upgrade of the Learning Management System • Work with stakeholders to clearly define the project's goals, deliverables, and requirements. This includes creating a detailed project plan that outlines timelines, actions, and the allocation of resources. Qualifications To qualify for a Human Resources Specialist (Information Systems), your resume and supporting documentation must support: • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Gs-11 • Conducting studies to determine training needs • Coordinating with program managers, subject matter experts, and technical representatives to ensure trainings needs are being met • Assisting with developing project plans to test, integrate, implement, analyze and maintain system improvements and/or enhancements • Troubleshooting system errors and impact to deliver best outcome for the customer. Gs-12 • Applying advance project management principals to include but not limited to customer and client management • Leading and managing project delivery, scope development, project planning, and project schedules • Providing consultative services for customers and other organizations to identify needs and craft unique solutions based on those requirements • Performing analysis and research to support a variety of Human Resources Information Systems (HRIS) initiatives • Planning, administering, developing, evaluating, and providing technical support for the customer workforce development and systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
