Drive data-driven decision-making on a mission-critical Department of Veteran Affairs (VA) cloud platform serving millions of Veterans! As the Business Analyst, you will support program management, forecasting, reporting, and operational analytics turning complex operational data into clear across the AWS GovCloud Kubernetes environment.
Position Description: The Business Analyst supports the Program Manager and Solution Train Engineer with program-level data analysis, forecasting, reporting, and operational support while assisting in development of forecasts, monthly deliverables, cost analytics and data collection requests.
Minimum/General Experience: 5 years of experience in business analysis, data analysis, and program support roles
Minimum Education: Bachelor's Degree in business administration, information technology, data analytics, or related field
Essential Skills/Qualifications:
Excellent experience collecting, analyzing, and presenting operational data to support program management reporting including weekly, monthly, and ad hoc reports
Excellent ability to support development and maintenance of program forecasts, incorporating projected growth, cloud cost projections, platform change dependencies, and tenant milestones
Excellent experience with cloud cost analysis and FinOps practices
Excellent ability to itemize AWS cloud costs by application and service, identify cost variances, and recommend cost reductions
Excellent proficiency with Microsoft Office Suite (e.g., Word, Excel, Project, PowerPoint)
Excellent experience in data visualization tools for program metrics and executive reporting (e.g., Power BI)
Above average experience with Jira and Atlassian tooling including backlog data analysis, sprint velocity tracking, service request trending, and metric extraction for reports
Above average ability to support ad hoc data collection and analysis requests
Above average ability to maintain sufficient analytical flexibility to respond to evolving reporting needs
Above average understanding of SAFe Agile Program Increment (PI) planning, milestone tracking, and sprint metrics
Working knowledge of AWS cloud services, platform operations, and VA enterprise governance to support accurate cost analytics and operational reporting
Experience supporting a federal agency
Excellent verbal and written communication skills

Tasks/activities include, but are not limited to:
Supports the Program Manager and Site Reliability Engineering/Deputy PM with program management activities including data gathering, analysis, and documentation for all recurring and ad hoc deliverables
Supports development of the 5-Year Forecast including projected growth, cloud cost projections by platform and tenant/subtenant, and anticipated platform changes
Updates monthly and present at monthly forecast reviews
Supports development of the 1-Year Forecast including projected schedules, milestones, platform change implementations, PI-level dependencies, and at least 4 significant platform improvement recommendations
Prepares data, charts, and supporting materials for weekly milestone and sprint plan reviews with VA Product Manager and Health Leadership
Supports production of the monthly deliverables report
Tracks all deliverables against scheduled due dates and approval status
Supports the monthly cloud cost report
Gathers and organizes AWS cost data by application and service
Identifies month-over-month variances and supports development of cost reduction recommendations
Responds to ad hoc data collection, analysis, and reporting requests
Maintains analytical capacity to support evolving program needs
Supports Jira backlog data extraction and sprint metrics reporting
Assists in producing service request trend analysis for weekly requirements and service request response time reports
Supports software license tracking data collection in coordination with the Software Asset and License Manager for monthly maintenance report contributions
Compensation & Benefits: The annual projected pay range for this position is $79,203 - $111,350 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.
